Purpose of the Job
The Project Control and Governance Manager is responsible for establishing and maintaining robust governance frameworks, controls, and reporting mechanisms across the project portfolio. The role ensures that projects are delivered within scope, budget, and timelines while adhering to organisational standards, compliance requirements, and strategic objectives, with a strong focus on design and engineering project environments.
Required outputs: Functional
- Roll out, and continuously optimize project governance procedures, policies, frameworks, standards, systems, and tools across the organization in line with best practices
- Define decision-making structures, including steering committees and escalation protocols
- Ensure alignment with corporate governance, risk, and compliance frameworks
- Embed governance practices specific to design and engineering project lifecycles
- Establish and maintain controls for scope, financial management, scheduling, and change control
- Monitor project performance and proactively identify deviations
- To support portfolio planning and forecasting. Co-coordinate the annual capital budgeting process with Finance and Business to drive development of a refined capital project baseline.
- Apply robust control measures across projects. Depending on agreed framing of a project, this may extend to include applying control measures for engineering and design deliverables, including technical milestones and approvals
- Provide oversight and governance of projects, which include complex design and engineering projects
- Ensure adherence to engineering standards, specifications, and regulatory requirements
- Govern design reviews, technical approvals, and engineering change processes
- Collaborate with engineering teams to ensure alignment between project controls and technical delivery requirements
- Develop tools to monitor and oversee performance of the project portfolio
- Provide consolidated reporting to executives and governance forums
- Develop dashboards, KPIs, and performance analytics
- Drive risk identification, mitigation, and reporting across projects
- Ensure compliance with internal policies and regulatory requirements
- Conduct project health checks and assurance reviews
- Co-ordinate project assurance activities across internal audit, risk, and external stakeholders
- Establish and manage stage gate review processes across the project lifecycle
- Facilitate gate review sessions and ensure readiness assessments are completed
- Ensure projects meet governance criteria before progressing between stages
- Consolidate and track actions arising from gate reviews and assurance findings
- Design and roll out training programmes to improve project management maturity across the business
- Drive adoption of governance frameworks, tools, and best practices
- Build capability across project teams and stakeholders
- Assess and continuously improve project management maturity levels across business
- Engage with senior stakeholders, engineering teams, and project managers
- Provide decision support through insights and reporting
- Oversee change control governance processes
- Monitor and report on benefits realisation
- Ensure engineering changes are properly evaluated, approved, and documented
- Support project management maturity and capability development
- Design and implement project management digital systems for ease in project management, project control, performance monitoring and project reporting
- Drive standardisation of tools and methodologies
- Promote best practices in engineering project governance and delivery
Qualifications, Knowledge and Skills Requirements
- BSc Eng/BEng (with Honours) in Engineering
- Project Management certification would be advantageous
- 10 years’ experience in project governance, PMO, or project controls coupled with management of major projects (design and engineering)
- Proven experience in managing design and engineering projects
- Proven track record in controlling and governing design and engineering projects
